The northern boundary of Dowell Elementary begins at the Patuxent River and moves north up St. Leonard Creek to John's Creek. The boundary moves along John's Creek to Rte. 4 and Sollers Wharf Rd. and moves in a northeasterly direction to the Chesapeake Bay. From the north boundary, Dowell Elementary includes the rest of Calvert County with the exception of the Appeal and Patuxent attendance area, which was described earlier.

The following description is for the area in the Chesapeake Ranch Estates that will attend Dowell Elementary School. The boundary begins at the main entrance and includes all homes and drives entering onto Clubhouse Dr., Comstock Dr., and Hilltop Dr. The boundary continues south down Fresh Creek to the most southern point of Sea Horse Beach. The southern boundary for this area is the northern boundary of Drum Point.

This area includes Drum Point, Newtown, Dowell, Solomons Landing, Solomons Town Center, Coster Rd., Mill Bridge Rd., Sollers Wharf Rd., Cove Point Rd., Little Cove Point Rd., Olivet Rd., and Rousby Hall Rd.
